situation. If America will keep an open immigration policy and continue to attract the<br />
elite, it will still be the strongest economic entity in the coming century. Meanwhile<br />
the relationship between China and America is more <strong>of</strong> complementation than <strong>of</strong><br />
rivalry. He believes that China is a prime mover in regional and global economic<br />
growth and will play a leading role in the world economy. The 6-7% economic growth<br />
rate that China keeps is a great propelling force.<br />
Moore stated that he does not view China as a regional monster but rather as a great<br />
consumer in the region. China‘s imports are growing rapidly and it is in great need <strong>of</strong><br />
energy. Thus China‘s development will boost the economic development in many<br />
other regions. He does not think that China‘s development will stop the development<br />
<strong>of</strong> Malaysia, Singapore, or America. Quite on the contrary, China is promoting their<br />
development with its own development. He believes that people should aim high and<br />
China is doing so. He objected to the criticisms directed towards China, saying that<br />
the present criticism <strong>of</strong> China was just like the criticism <strong>of</strong> Japan twenty years before.<br />
He denounced as nonsense the idea that China would displace others, a view that<br />
went back ten years before.<br />
After China‘s entry into the WTO, its standardization work made substantial progress<br />
in terms <strong>of</strong> openness and transparency. In November 2004, Moore led a New<br />
Zealand Standardization, Technical and Legal delegation to visit China and<br />
conducted work talks with the Standardization Administration <strong>of</strong> China. The two<br />
sides fully exchanged views on such issues as the fulfillment <strong>of</strong> WTO member<br />
obligations in accordance with WTO rules, the technical, legal, and standardization<br />
problems in the trade between New Zealand and China, and the participation <strong>of</strong> New<br />
Zealand enterprises in establishing the Chinese standards. Moore thought highly <strong>of</strong><br />
the achievements <strong>of</strong> the Standardization Administration <strong>of</strong> China in fulfilling its<br />
promise made at WTO entry and expressed his appreciation for its standardization<br />
work according to WTO rules. He also expressed his earnest wish that New Zealand<br />
and China could step up their cooperation in the field <strong>of</strong> standardization and in the<br />
joint efforts in promoting economic and trade development <strong>of</strong> the two countries.<br />
On the Ninth Business Week Annual CEO Conference held in Beijing on November<br />
15-16, 2005, Moore made a speech to the participating political figures, dignitaries,<br />
and business leaders from all over the world. In the speech, he said that China would<br />
play an increasingly important role in the world economic arena.<br />
China can lead the world: that is his faith in China.<br />

his life pursuit. Back when he was Minister <strong>of</strong> Overseas Trade and Marketing <strong>of</strong> New<br />
