Japanese PM Fukuda Delivers Speech<br />

at <strong>PKU</strong><br />

<strong>Peking</strong> <strong>University</strong>, Dec. 29, 2007: Japanese Prime Minister Yasuo Fukuda delivered<br />

a speech at <strong>Peking</strong> <strong>University</strong> (<strong>PKU</strong>) where he projected a warmer bilateral<br />

relationship to over 500 <strong>PKU</strong> students with his sincerity and humor on Thursday<br />

afternoon during his <strong>of</strong>ficial visit to China from Dec. 27 to 30.<br />

<strong>PKU</strong> President Xu Zhihong first welcomed Fukuda‘s visit on behalf <strong>of</strong> all the <strong>PKU</strong><br />

students and faculty and hoped his visit would bring new impetus to Sino-Japan<br />

relationship. He also reviewed the exchanges and cooperation between <strong>PKU</strong> and<br />

Japanese universities such as Tokyo <strong>University</strong> and Waseda <strong>University</strong>.<br />

―At the threshold <strong>of</strong> a new year, Fukuda has arrived means fortune has arrived (the<br />

pronunciation <strong>of</strong> Fu means fortune in Chinese),‖ Fukuda started his speech in a<br />

humorous way, winning unanimous applause.<br />

―My visit to China this time is to solidify ties with China and push our relationship to a<br />

new level,‖ Fukuda said, ―Japan and China should build a partnership <strong>of</strong> friendship<br />

and cooperation for a wonderful future <strong>of</strong> Asia and the world‖. I firmly believe that a<br />

second spring will come to Japan-China relations, he added.<br />

According to Fukuda, a strategic and mutually beneficial bilateral relationship shall<br />

be based on reciprocal cooperation, international contributions as well as mutual<br />

understanding and trust. Japan and China should strengthen their exchanges in the<br />

fields <strong>of</strong> economy, culture and education and bear more responsibilities in East Asia<br />

and the world at large. Mutual trust is based on mutual understanding, Fukuda said,<br />

and the key to reach mutual understanding lies in strengthening youth exchanges,<br />

knowledge exchanges and exchanges in the field <strong>of</strong> security safeguard.<br />

Japan should ―bravely and wisely reflect on that which should be reflected‖ so as to<br />

avoid similar mistakes in the future, Fukuda said. ―When you know a thing, to hold<br />

that you know it; and when you do not know a thing, to allow that you do not know<br />

it—this is knowledge‖, he quoted Confucius‘s famous saying to note that Japan and<br />

China should acknowledge their differences calmly and address their problems in a<br />

sincere manner.<br />

Speaking <strong>of</strong> knowledge exchanges, Fukuda proposed the ―<strong>PKU</strong> Fukuda Plan‖, which<br />
