sustainable development is not always well implemented by some local governments<br />

and enterprises. There exist, more or less, excessive exploitation or even exhaustive<br />

exploration. As regards to the mode <strong>of</strong> development, the normal practice is the<br />

simple operation <strong>of</strong> selling tickets <strong>of</strong> some scenic spots within some enclosure.<br />

Depth exploitation is still very rare.<br />

Fourthly, cultural legacy is the important carrier <strong>of</strong> culture, art and science and<br />

technology, and is very valuable resources <strong>of</strong> education. But there remains large<br />

space for the utilization and exploration <strong>of</strong> these resources.<br />

The solutions can be simply boiled down to: increasing input, training personnel and<br />

making progress. But it is not easy to carry out these solutions. With regard to the<br />

issue <strong>of</strong> utilization, there involve ―excessive‖ and ―simple‖ exploitation. So long as we<br />

abide by the principle <strong>of</strong> sustainable development, allocate resources on the basis <strong>of</strong><br />

market mechanism combined with government regulation and control, we can settle<br />

down the problems.<br />

Science Times: You have gone abroad on the tour <strong>of</strong> investigation for many times<br />

and had much communication and cooperation with experts at cultural legacy in<br />

Italy. Have you found any advanced ideas or practices from abroad that we may<br />

draw on?<br />

Su Rongyu: Yes, a lot. But I need to clarify first that all countries in the world have<br />

their own problems concerning the protection <strong>of</strong> cultural legacy. To my mind, Italy‘s<br />

research on cultural legacy, either on the academic or practical side, is very excellent<br />

in general. Many theories, concepts and notions are proposed by Italian scholars,<br />

such as ―principle <strong>of</strong> minimum intervention‖, ―principle <strong>of</strong> recognition‖, ―principle <strong>of</strong><br />

reversibility‖, etc. Heritage protection through law-making also originated from Italy.<br />

Actually, many developed countries lay much emphasis on the protection <strong>of</strong> cultural<br />

legacy. Of course, they all have their own characteristics. During the study <strong>of</strong> and<br />

visit to the United States and Europe, we have come with the following findings.<br />

Firstly, the large number <strong>of</strong> specialists in heritage research in these countries<br />

impresses us deeply.<br />

Secondly, heritage sites and heritage museums are very open to the outside. All the<br />

researchers both at home and abroad are welcome to conduct research on their<br />

heritage, and they even provide financial support.<br />

Thirdly, although countries like the United States and Europe have discovered many<br />

ways and techniques for heritage protection, a very small amount <strong>of</strong> them are put<br />

into use, which well represents their prudence.<br />

Fourthly, countries like the United States and Europe have tremendous input in<br />
