such an issue‖. ―So I would say the connection between illegal immigration and one<br />

major ethnic group is a significant issue,‖ Glaze emphasized.<br />

The other significant issue which is permanent and has been present for so long is<br />

the issue <strong>of</strong> the economic and educational backwardness <strong>of</strong> blacks and how to<br />

interpret it. It was interpreted by James Watson, an international Noble Prize<br />

scientist, who said in an interview in England that he would not be optimistic about<br />

the future <strong>of</strong> Africa because all have shown the Africans are inferior intellectually,<br />

which created a tremendous storm. ―In fact, he was describing a reality, because in<br />

normal intelligence tests blacks rate low, which can be explained in terms <strong>of</strong><br />

discriminatory aspect <strong>of</strong> the tests or in terms <strong>of</strong> heritage <strong>of</strong> backwardness which is to<br />

be overcome,‖ Glazer said. Watson won the Noble Prize in Physiology and Medicine<br />

in 1962 for his work in genetics and he created a terrific uproar.<br />

―The most difficult issue is the reality <strong>of</strong> this educational and therefore economic<br />

backwardness and the question <strong>of</strong> how we treat it and discuss it,‖ Glazer remarked.<br />

Nathan Glazer, 84, is a renowned American sociologist, who taught at UC Berkeley<br />

and Harvard <strong>University</strong>. He is a domestic policy neoconservative, editor <strong>of</strong> the<br />

defunct policy journal The Public Interest, and formerly a frequent contributor to The<br />

New Republic.<br />
