The institutions responsible for market legitimacy cover the pension system, the<br />

schemes for providing assistance in case of unemployment and the other social funds. It is<br />

important that in this case we emphasize the significance of these institutions which are<br />

responsible for monitoring the labor market operation, the unemployment and also<br />

responsible for undertaking measures for alleviating it. The institution being the following<br />

ones: the Ministry of Labor and Social Policy, the Employment Agency and the State<br />

Statistical Office. More important problems in this domain are the following ones:<br />

• Determining the real unemployment rate in the Macedonian economy;<br />

• Cleaning up the evidence of the registered unemployed individuals that are<br />

not active when it comes to looking for possible employment in<br />

compliance with their qualifications;<br />

• Reviewing the actual social benefits of the employees from the aspect of<br />

labour market flexibility;<br />

• Implementing new analytical instrumentarium for both analysing labour<br />

market operation and unemployment. 28<br />

3.2. Creating Favorable Business Climate<br />

Favorable business climate is a basic factor on which depend transaction<br />

costs, contracts’ implementation, realization of property rights, flow of information<br />

between the subjects i.e. a factor upon which depend the opportunities for the<br />

overall development of one country. In order to present the condition Macedonia is<br />

in regarding the business climate favorability we are going to u se the data<br />

publicized by the World Bank in the brochure titled “Doing Business in 2007: How<br />

to Reform”, published in year 2006. This brochure gives analysis of ten indicators<br />

that determine the favorability of business climate (starting business, employing<br />

labor force, getting credit, protecting investors, paying taxes, inter-border trade,<br />

contracts’ implementation and closing business). Some of them will be presented in<br />

the example of Macedonia, in the text which is to follow.<br />

Starting business – the average time for starting business in the Republic of<br />

Macedonia is 18 days, and it includes ten procedures. These results are relatively<br />

better when it comes to the countries in the region (32 days and 9.4 procedures),<br />

but we are behind the OECD countries (16.6 days and 6.2 procedures).<br />

License approval – In the Republic of Macedonia it is necessary to go through<br />

18 procedures and 220 days in order to complete the process, which makes us be in<br />

front of the countries in the region, and stay behind the OECD countries.<br />

Ownership registration – Ownership registration in the Republic of<br />

Macedonia, in year 2006, is performed in 98 days and it is necessary to go through<br />

6 procedures.<br />

Contracts’ implementation – for doing this in Macedonia, it is necessary to go<br />

through 27 procedures and 385 days. The countries in the region require 31.5<br />
