still there are problems with the recognition of the refugees’<br />

identification number; access to social assistance; access<br />

to citizenship – but still there is no specific support to help<br />

them pass (MIPEX, 2011), access to language and cultural<br />

orientation courses.<br />

The same problems that the first wave of refugees has<br />

encountered in its path toward integration are still, in a<br />

smaller percentage, encountered in the second wave. Problems<br />

regarding the Romanian institutions’ lack of knowledge<br />

regarding the rights of the refugees are one of the<br />

most acute problems the second wave of refugees is facing<br />

nowadays: „The only problems are in administration. You<br />

present yourself as a refugee and they don’t know the legislation.<br />

If you know the laws, than it is ok“ 164 ; „A few years<br />

ago they told me that I am not allowed to open a bank account.<br />

I proved them wrong and I opened the account. The<br />

document was not recognized even by the authorities. It’s<br />

strange… It’s a document made by the authorities, but not<br />

recognized by them. It’s frustrating… Right now I don’t have<br />

the same needs as before, but I believe many who are at<br />

their beginning in Romania bump into these problems“ 165 ;<br />

„I wanted to make a telephone subscription but they didn’t<br />

give me one because of my papers. I was forced to buy a<br />

telephone card which I must recharge.“ 166<br />

Despite its inconsistencies, at present, like many other<br />

countries in the European Union, Romania is characterized<br />

by assisted integration, which means that migration has become<br />

planned and so has the process of integration 167 . Following<br />

RIO’s Integration rapport from 2009, the duration<br />

of the integration program is one year and is carried out at<br />

request, as the integration program is not compulsory for<br />

the persons who have received a form of protection or a<br />
