migrants in the future is the immigrant consultative bodies<br />

(which are still absent from Central Europe), mentioned in<br />

the 2010 Action Plan to implement the National Migration<br />

Strategy.<br />

NGOs – Complementary activities of the state services<br />

Several NGOs have been created (financed by UNHCR) in<br />

order to assist the UNHCR in its activities dedicated to the<br />

recognized refugees in Romania. These NGOs came to support<br />

UNHCR with activities concerning the refugees’ integration<br />

in the Romanian society.<br />

UNHCR also created a network of the recognized refugees<br />

through which a number of recognized refugees have<br />

been hired by UNHCR as counselors for the newly arrived<br />

asylum seekers and recognized refugees in Romania. In the<br />

UNHCR’s opinion, this project had some indirect benefits for<br />

the refugees, such as employment and the developing of<br />

the informal networks. These networks were considered by<br />

UNHCR as one of the primary sources of employment opportunities.<br />

Today, the same NGOs are still cooperating with the Romanian<br />

Immigration Office. They are: ARCA – The Romanian<br />

Forum for Refugees and Migrants (assisting the refugees<br />

with their health insurance, social assistance, the Romanian<br />

citizenship, jobs, preparing and informing the local authorities,<br />

monitoring the individual cases); Save the Children (assisting<br />

the refugee children with counseling and integration<br />

into the Romanian society, counseling the children’s parents<br />

in issues such as the importance of sending their children<br />

at school, monitoring the children’s school results, recreational<br />

activities); the Romanian National Council for Refugees<br />

(CNRR) (assisting refugees and asylum seekers with<br />

juridical aspects); The Jesuit Service for Refugees (assisting<br />

the vulnerable persons with housing, counseling and professional<br />

orientation, social assistance); The Organization<br />

of Refugee Women in Romania (OFRR) (social counseling<br />
