of the workforce – the same rights as any other Romanian<br />

citizen. Moreover, for the persons who received a form<br />

of protection in Romania and who are participating in the<br />

integration program, the new law for refugees grants assistance<br />

for finding a job through the National Employment<br />

Agency.<br />

RIO (2009) notes that regardless of the fact that the work<br />

permit requirement was abolished in 1997, many years after<br />

this law and even today, the employers are not educated<br />

and informed regarding the rights of the refugees in Romania<br />

and they request a work authorization for their employment.<br />

The same treatment is mentioned by the refugees<br />

themselves: „Many years after this law, we walked around<br />

with the law in our pockets because all the employers knew<br />

that we need a working permit. But with this new law, we<br />

did not need one“ 171 ; „The people in human resources didn’t<br />

know that refugees have the right to work. ARCA has sent<br />

me the law and only after they saw the law they said it’s ok<br />

to work and that I don’t need a working permit.“ 172<br />

Regarding the vocational courses in the second wave, the<br />

current legislation mentions an assistance system for the<br />

persons who received a form of protection in Romania, system<br />

which takes into consideration adapting the services offered<br />

by the employment agencies to the refugees’ specific<br />

needs. No explicit measure is described in the legislation.<br />

Another problem is the recognition of refugees’ studies,<br />

an issue which has been presented in the Parliament by the<br />

Romanian Immigration Office, but it hasn’t been taken into<br />

consideration yet.<br />

Housing<br />

The same as the lack of employment facilities, before 2001<br />

the Romanian government provided no specific provisions for<br />

the recognized refugees for their temporary or permanent<br />
