Conclusions
The refugees in the two arriving waves have experienced a
different context of reception. The first wave of refugees encountered
the lack of legislation regarding their status and
no integration assistance from the Romanian Government,
a period which can be framed under the conflict perspective.
The integration of the first wave of refugees can be explained
from a conflict perspective as before 2004 integration
of immigrants in Romania was not a priority for the
Romanian authorities. Accordingly, the refugees and other
immigrants were left alone to adjust to the new environment
without any assistance and any clear legislation that
could improve their stay in Romania. As a consequence,
more than half of the recognized refugees have left Romania
before 2000, a significant year in the field of forced migration
in Romania.
The integration of the second wave is explained by both
conflict and functional perspective. Despite the fact that
the legislation improved considerably, the second wave of
refugees are still facing many problems in their integration:
the lack of recognition of their studies, the authorities’ lack
of knowledge regarding the rights of refugees, the arduous
