encounter the owners’ reluctance to sign a lease due to the
taxes he/she must pay, doubled by the owners’ reluctance
to rent out a house to non-nationals. Moreover, the ones
enrolled in the integration program beneficiate by accommodation
in the administrative centers for maximum nine
months. According to RIO’s integration rapport, in 2009 in
Romania there were no registered cases of refugees without
housing, compared to other European countries (Hungary).
Social assistance (financial help)
The foreigners with a form of protection and enrolled in the
integration program can beneficiate from a monthly reimbursable
financial help from the Romanian Ministry of Work.
This help can be granted for a period of six months, with the
possibility of extension for three more months. The amount
of this financial help represents the same amount as the
minimum salary in Romania and is granted for each member
of the family and it is granted after a social investigation. In
the first wave refugees were offered this kind of financial
help by UNHCR and its partners, as well as by other humanitarian
organizations such as different religious institutions
(The French Church, mosques).
Education
Enrolling in educational institutions in Romania posed many
difficulties for both children and adult education in the first
wave.
In what concerns the children’s primary education, according
to UNHCR (2000) before 2001, Romania was disobeying
the European standard of minimum of six to seven
years of free primary education by limiting the refugee children
to a total of four years of primary education. Moreover,
compared to children of Romanian nationals, the refugee
children did not have the right to free secondary education
as they were treated as simple aliens: „Children of refugees
in Romania are by law also subject to school fees, which
