taxes he/she must pay, doubled by the owners’ reluctance<br />

to rent out a house to non-nationals. Moreover, the ones<br />

enrolled in the integration program beneficiate by accommodation<br />

in the administrative centers for maximum nine<br />

months. According to RIO’s integration rapport, in 2009 in<br />

Romania there were no registered cases of refugees without<br />

housing, compared to other European countries (Hungary).<br />

Social assistance (financial help)<br />

The foreigners with a form of protection and enrolled in the<br />

integration program can beneficiate from a monthly reimbursable<br />

financial help from the Romanian Ministry of Work.<br />

This help can be granted for a period of six months, with the<br />

possibility of extension for three more months. The amount<br />

of this financial help represents the same amount as the<br />

minimum salary in Romania and is granted for each member<br />

of the family and it is granted after a social investigation. In<br />

the first wave refugees were offered this kind of financial<br />

help by UNHCR and its partners, as well as by other humanitarian<br />

organizations such as different religious institutions<br />

(The French Church, mosques).<br />

Education<br />

Enrolling in educational institutions in Romania posed many<br />

difficulties for both children and adult education in the first<br />

wave.<br />

In what concerns the children’s primary education, according<br />

to UNHCR (2000) before 2001, Romania was disobeying<br />

the European standard of minimum of six to seven<br />

years of free primary education by limiting the refugee children<br />

to a total of four years of primary education. Moreover,<br />

compared to children of Romanian nationals, the refugee<br />

children did not have the right to free secondary education<br />

as they were treated as simple aliens: „Children of refugees<br />

in Romania are by law also subject to school fees, which<br />
