effectiveness in carrying out synthesis between architecture and monumental arts. They
have established teams of students from the HIAC and Nikolay Pavlovich HIA (currently
NAA 8 ). Some recommendations have been made to the UAB and UBA for the
elaboration of a plan for future development of mural and monumental arts, as well as for
their involvement in the creation of the artistic look of cities, towns and villages. Special
attention has been paid to the higher effectiveness of propaganda impact by mural and
monumental works. The Committee for Culture together with the Committee for Science,
Technological Progress and Higher Education and BAS recommend the launch of
theoretical research and development of the problems of art synthesis. The UAB has been
expected to continue the experience of the USSR and other socialist countries with
respect to the programs of the creative unions for the development of Architecture and
Art synthesis, as well as for organizing cooperation of Bulgarian architects and art
professionals with their colleagues from the Socialist Block. For designing important
public buildings the UAB is entitled to choose the designers.
The UAB, UBA and the State Commissions for Fine and Applied Arts and Architecture
– part of the Committee for Culture, have been appointed as a main state and public form
of management of Art synthesis processes. Their prime task is to ensure the
implementation of a uniform state policy for the complete elaboration of the architectural
and artistic look of towns and villages, the so called total synthesis. The regional
committees of BCP are the controlling body which is to monitor the architecture and
construction organizations in the carrying out of large-scale architectural and monumental
works and the accomplishment of synthesis between them. The party state bodies are
those who should steadily observe and not allow utilitarian monumental works of dubious
artistic quality to be produced. By the way, they should thoroughly support innovation
and creative efforts for producing artistic and durable architectural and monumental
works. Whether that support for creative innovation has been taking place is still
uncertain, since a considerable part of the orthodox party staff does not follow the
recommendations made. Innovative ideas are often accomplished with the support of
individual members of those party bodies and through a lot of efforts and compromises.
All those have conditioned the development of monumental arts during the Socialism
Period, and they are directly bound with the specifics of the architectural environment.
All party requirements to Architecture have been equally applied to Mural and
Monumental arts.
Art synthesis as a primary task to architects and artists is still on the agenda in some
other party decrees, such as the one by the Council of Ministers on synthesis and design,
in the decisions by the Tenth Congress of BCP, even the discourses by T. Zhivkov before
the VIII Plenum of CC of the Comsomol in 1969. In them, the directives of the party for
the development of Architecture, Monumental arts and Design as crucial factors for the
creation of beauty for the man through Socialism have been presented 9 during Socialism,
special emphasis has been placed on the category “beauty’, which according to views of
the time should be available in every area, activity, environment, item or piece of art.
Socialist art is by definition “addressed to the people”, which leads to contents and
representational modifications of its structure. The mass industrialization of enormous
complexes requires synthesis for their aesthetics. Through art synthesis Mural and
Monumental arts perform their ideologically educational function and artistic taste of
people has been formed.
