working methods of the expert commissions were given instructions to those which still
hadn’t started to work with SS for "immediate measures in order to resolve that issue" 59 .
In a highly confidential report DA-959 from December 7, 1954 of the chief of "State
archive" department of MI addressed to the Deputy Minister of Interior Maj. Gen. St.
Giurov regarding clarifying of some issues about working with confidential documents it
was expressly stated that State archives alongside scientific and technical processing of
documentary materials had the task to find secret materials and provide them for the use
of MI. Usually employees were experiencing some troubles in orientating during the
search for confidential documents and also were omitting to report some of the
documents that may be useful to SS. In order to clarify the methods of work and avoid
pointless activities it was suggested an agent of 8 th department of SS to hold a discussion
with the employees of the confidential sections of State archives in order to give
instructions of what kind of documents had to be searched 60 . A conference of the Archive
management was hold in November 1, 1955. It is reported that the assistance of members
of 8 th and "State security" departments of SS to the expert commission sled to "taking of
better decisions" 61 .
The results of the use of archival documents from the Ministry of Interior can be
judged from a strictly confidential report of the Minister of the Interior regarding the
work of 2 nd Division of State Security for developing police records sent to the
Politburo of the Communist Party at the end of 1954. The reports stated that between
January 1, 1951 and December 31, 1954, 4991 lawsuit files, 94,296 police dossiers
created for members of the Party, Communist Youth Union, Workers Youth Union,
82,377 police dossiers for persons in the service of foreign intelligence and former
members of bourgeois-fascist organizations and 20,049 general police files were
investigated and analyzed 62 . Based on that huge amount of documents are revealed
290 secret collaborators, 987 police informers, 93 betrayers, 140 killers, and 246
collaborators responsible for information about bourgeois-fascist organizations and
foreign intelligence. 291 of these people were arrested and investigated. Among them
were 42 agents, 26 secret police collaborators, 16 betrayers, 140 killers and 68
policemen and military men. 37 of them are sentenced of death, 36 of 15 to 20 years
in prison, 45 of 10 to 15 years, 35 of 5 to 10 years, 21 of 1 to 5 years and 48 of them
were sentenced of community service. 64 people are released – 19 because of
operational reasons, 21 because of political reasons and 24 because of lack of
evidences. For the period of its existence, the department sent 653 special reports to
the BCP Central Committee regarding members of the party, which have signed
capitulating declarations or had capitulating behavior while they were in the police. 63 .
The report also stated that information about 20,000 people of interest to the Ministry
of Interior was found, and that police had information about 40 secret police
collaborators that because of lack of data remained not disclosed, but working on
their files continued. The Interior Minister offered to the Politburo of the Communist
Party in January 1, 1955 the 2 nd department to be disbanded. He was motivated by the
fact that all the police archives were investigated and analyzed by that department of
SS and all the derived issues were solved. The minister also proposed the undisclosed
cases about secret collaborators of the police and future cases about police
information to be a task of 3 rd department of SS which in 1955 consisted of 3 agents 64 .
