This “Decision” was taken after L. P. Beria had ordered, “in accordance with his
indications [Stalin]”, to send towards the “freed areas”, “three groups of operative
collaborators of N. K. V. D. of U. S. S. R. for achieving – within 10 days – a provisional
inventory of the persons living in those areas who are of German nationality.” This action
of Beria was reported to Stalin in the 24 th of November 1944 5 .
Maybe not without connection to the respective deed was the “Note no. 75 from the 31 st
of October 1944, of the Allied Commission of Control for Romania towards the president
of the Council of ministers, general Sănătescu” who claimed:
“Not later than the 10 th of November this year, they should submit to the Allied
Commission of Control, in Russian, the following complete data:
a) Tables with the German and Hungarian subjects who lived in the Capital, towns and
counties throughout Romania up to the 23 rd of August 1944, with the specification
who and in what camp is detained, as well as who is not confined, at the same time
informative data in figures in this respect, separately according to nationalities and
sex (men, women, children).
b) According to the same norms, tables and informative data in figures upon the
German or Hungarian ethnic origin subjects, (...).” 6 .
From the lower level of achieving the “situations” upon the German and Hungarian
ethnics from the villages of the “plăşii Făgăraş”, a recently discovered document brings
further information in knowing the problem. Bearing the date of the 8 th of December
1944, the document refers to a local precedent of the “situation” achieved “following the
Soviet delegate”.

Following the application of the Soviet delegate [from the Allied Commission] of
Control [for the Application] of the Armistice, please have the kindness to make up again
and communicate by telephone until tomorrow the 9 th of Dec. 1944, between the hours 8-
9 in the morning, separately for the Germans and separately for the Hungarians, the
situation below: There will not be passed into the situation those absent from the village
as: arrested, sent to work, concentrated, left with the German army, as missing from the
county. Example: the one concentrated at Făgăraş will be registered and specified in the
section observations, there will not be registered the one concentrated at Braşov or in
other locality from the country or abroad.
Search rigorously and give the exact data.
The situation will comprise the following sections:
1. Village
2. Total number of Germans or Hungarians in the village who are at home (the one
concentrated or working in the county is deemed at home).
3. Among these, the number of men and women.
