led to the substantial diminution of the quota of the autochthonous population in the
industrial sphere, to the devaluing of the status of the language, culture and our traditions
in various branches of economics, at instructing, in the higher and medium education
institutes, pre-eminently or even exclusively, in Russian. Following the “rapid
industrialization”, it was reached, on one hand, to rigidly embedding MSSR in the panunion
military-industrial complex, to subjugating to the local industry, USSR’s raw
material resources and its centralized financing, and on the other hand, to serious ethnodemographical
disequilibria.
The ecological consequences of the social-economic policy promoted by the communist
regime along the post-War decades were likewise a disaster.
Our opponents’ reply might follow: people had a workplace, an ensured retirement
benefit, State medical services, free education. So it is. The socialist state assumed the
role of paternal philanthropist, but this paternalism was of a State irresponsibility
producing and the individuals’ dependence, both in the field of the public life, and in the
one of the private life. Or, in a totalitarian State, equality may be maximized only on
account of the liberty, so that authentic equality and fraternity are destroyed. This is why
the totalitarian past cannot offer any solutions for our present and future, and for the ones
of our children.
The main pillar of the communist totalitarian regime was the Unique Communist Party,
which confiscated the public authority. The party leadership commanded and perpetrated
crimes in mass, repressions and deportations qualified as crimes against humanity,
instrumented a repressive ideology, exercised a quasi-total control on the society and
individuals apart. The Communist Party and its repression organs are primarily
responsible with all horrors produced during the soviet epoch. Obedient to the orders of
the leadership of PCUS, CC of PCM opposed to the last moment the process of
sovereignty and State-independency acquisition of the Republic of Moldavia, being
declared, after the putsch from August 1991 from Moscow, outside the law.
The Commission settled that the Republic of Moldavia of our days is the outcome and
result of the democratic and national-emancipation movement from late `80s of the past
century, is the expression of the secession political will act by the former USSR and of
plenary integration in the free and democratic world.
The Commission realized an inventory of the crimes, horrors, atrocities, abuses and
injustice perpetrated by the communist totalitarian regime during the`20 – `90s of the
XX-th century, which includes:
1) extension of the dictatorship of the Unique Communist Party in the areas included
within the Moldavian SSAR and the mission of undermining and subverting this entity
in relation to Romania and the population from Bessarabia, of bridgehead of the
Bolshevik world revolution;
2) instituting a diabolic repression mechanism (CeKa, GPU, OGPU, NKVD, NKGB,
MGB, KGB, Justice and Prosecution) ands applying terror in mass;
3) decreeing and applying an anti-human discriminatory legislation;
4) imposing an ideology of the class hatred, of the hatred against the human being and
dignity, exacerbating the anti-Christian propaganda and xenophobia;
