the Romanian one. The communist regime is guilty of repressing and mutilating our
national conscience, of suppressing our free spirit, of orchestrating a cultural, identity,
propagandistic and informational war against the brothers on the two banks of the
Dniester, against the brothers on the borders of the Prut, with dramatic consequences for
our linguistic and ethno-cultural integrity. Or, nothing can be more tragic than a war
between brothers, nothing can be more criminal.
In 1989, when 50 years fulfilled since the launch of the Second World War, the
Congress of the People’s Deputies from USSR condemned the signing of the secret
Soviet-Nazi additional Protocol from 23 August 1939, which delimitated the influence
spheres from Eastern Europe on the account of third countries, declaring it caducous
since the moment of its signing. On 23 June 1990, the Supreme Soviet of SSR Moldavia
denunciated the Soviet-Nazi pact and the secret additional protocol, and its consequences
for Bessarabia and Northern Bucovina. Reiterating this position, on the bases of
rigorously documented analyses and data, the Commission underlines that, on 28 June
1940 USSR perpetrated a violation on Romania’s territorial integrity, an act of military
and political occupation of Bessarabia, Northern Bucovina and the Country of HerŃa,
against the will of the population in these territories, through dictate and menace with
resorting to force, an unjust act of territorial annexing. In the forcedly appended territories
to USSR, piece by piece, a transplant of Soviet system was achieved, the regime of the
terror, of the class-hatred propagation and of the inhuman ideology of the Unique
Communist Party. The formation of the Moldavian Socialist Soviet Republic, through a
formal arbitrary decision of USSR’s Supreme Soviet, beside the national territory and the
reduction to silence of the people’s voice, through not considering the letter of the soviet
Constitution, which did not stipulate USSR’ right to form new republics, only to admit
within the Soviet federation, was a direct consequence of this occupation act. Breaking
into pieces Bessarabia, the territory and the human body connate for centuries with the
space between Prut and Dniester, in contradiction with the historical truth and ethnic
realities existing at the time, is part of a series of abusive acts perpetrated by the
communist totalitarian regime against large communities of people.
The commission noted that, in 1940-1941, in Bessarabia, the years 1937 and 1938 were
repeated, namely the years of the Great Terror within the Soviet Union, resumed
thereafter in the post-War years. The soviet repression organs fiercely hit the few
intellectuals and leaders of the public life, having remained between Prut and Dniester,
condemning them to heavy years in the Stalinist goulags, the fate of the writer Nicolae
Costenco serving as dramatic example for the way in which the Soviets aimed at
annihilating the free mind, effectuated summary executions, hiding the traces of having
killed hundreds and thousands of innocent people in the basements of NKVD or in the
lime pits. Killings in mass, imposing choking taxes to the peasants, persecuting the priests
and Church, abolishing Romanian and forbidding the Romanian alphabet, reversing the
value-scale and instilling a fear and generalized terror atmosphere were other effects of
the Soviet-occupation act from 28 June 1940.
More than 70 years ago, in the night between 12 towards 13 June 1941, weeping and
