25) ideological and propagandistic offensive against the writers and our national values;
26) soviet-ization, Russification and de-nationalization of the population through the
education and culture system, through the administrative apparatus, mass-media and
propaganda;
27) manipulating and deforming our identity conscience through falsifying history,
imposing rituals, monuments and symbols foreign to our nature;
28) negating the Romanian identity of the majority population and inoculating the
Romanian phobia;
29) instrumenting a regime of the “memory terror”, of the control, of the constraints and
of the persecutions on human individuality for the least the attempt to free thinking in
relation to the communist totalitarian regime;
30) promoting a colonial-type industrialization and urbanization, with serious ethnodemographical
consequences;
31) registering great ecological disequilibria and adverse consequences for the
population’s health following the experiments beyond agriculture, based on
excessively chemically treating and excessively concentrating the agricultural
production;
32) forming a privileged caste of the party apparatus, of the nomenclature, which
confiscated and concentrated the absolute power, and was a parasite on the simple
citizens’ back, serving foreign interests.
Starting from the exposed, the Commission strongly supports that the communist
totalitarian regime had been since the beginning to the last moment of its existence, a
criminal and repressive, abusive and inhuman regime, devoid of any trace of legitimacy.
Transplanted from MASSR in Bessarabia, only after a dictate act, it had been at the same
time a Soviet foreign occupation regime, since that moment up to its removal and
collapse during 1990-1991.
The Commission submits officially condemning the communist totalitarian regime from
Moldavian SSAR and SSR, as one having perpetrated genocide acts and crimes against
humanity, through terror in mass, political repression, organized hunger, deportations,
violating the human dignity and the fundamental human rights.
The commission proposes honouring and commemorating all the victims of the
communist totalitarian regime, all the victims of the Holocaust, all those who, in the
terrible years of terror, repression and oppression, had suffered, as well as all those who,
in these years, through their fact, verticality and word, had resisted the communist
totalitarian regime, putting their life and liberty at risk.
Considering the necessity of debarring from the difficult legacy of the communist
totalitarian regime, of irreversibly distancing from this regime, in the spirit of the
recommendations of the Council of Europe, OSCE and European Union, the Commission
formulated the following proposals:
1) condemning the communist totalitarian regime from MSSAR and MSSR as one having
perpetrated crimes against humanity, as well as morally condemning the actions of all
those persons who participated in perpetrating the crimes of the communist
totalitarian regime;
