The Constitution in 1938 was basedon the critics of the party regime and on the corporatism doctrine. Among othersubtleties, the new Constitution replaced the universal vote with the system ofprofession college, restricting the area and the guarantees of rights and freedoms.This Constitution was entered in force during the dictatorship of King Carolthe 2 nd .45Page 88: The Declaration on February 22 nd 1938 belonging to GheorgheCrutzescu whereby it was stipulated that he was not the member of any politicalparty.46In the evolution of the State the training of the future diplomats wasachieved starting from the candidate’s general knowledge, basic education, foreignlanguages, physical appearance, behavioral pattern, dialogue with interlocutors,and the manner to deal with various extreme situations, with the requirement thatthose selected should not be effeminate, drinkers, talkative and boastful, tempted bycertain pecuniary traps. To acquire knowledge he was integrated into aspecial class reuniting the most valuable students of his age from Bucharest schools.Being passionate about engines, he paid particular attention to motor racing andaviation. In September 1940, after King Carol II renounced the throne, he wasre‐proclaimed King of Romania, but most of the powers were assigned and takenover, under the special circumstances of that year, by the Head of State, General IonAntonescu. In 1944 he was manipulated and involved in the action of removingMarshal Ion Antonescu from the country’s leadership by ordering his arrest on 23 rdAugust. Conjuncturally, the Soviet Union in 1945 awarded him a high and rare wardecoration. On 23 rd August 1945 he refused to lead the Romanian troops which,having returned from the battlefield, marched under the Arch of Triumph.
