inscrire la nouvelle cartographie de la terreur du Pentagone dans un ordre mondialisé. Il
n'y a plus de « Tiers »-Monde, seulement un « Fossé non intégré» appelé à disparaître.
Dans la terminologie cartographique du Pentagone, ce Fossé devient cependant un
«Arc d'instabilité ». La Stratégie militaire nationale de 2004 mentionne dès ses débuts
que « [t]here exists an "arc of instability" stretching from the Western Hemisphere,
through Africa and the Middle East and extending to Asia. There are areas in this arc
that serve as breeding grounds for threats to our interests » (SMN, 2004: 5). S'il n'est
pas contre l'idée de l'arc d'instabilité en tant que théorie opérationnelle, il s'oppose à
l'utilisation discursive qu'en fait le Pentagone, car elle donne raison à plusieurs
critiques des États-Unis.
Ainsi donc, s'il ne faut pas voir Bamett comme « le » stratège du Pentagone, ses
idées sont bel et bien devenues celles du Pentagone, dans la géopolitique formelle (dans
les cercles décisionnels américains) comme dans la géopolitique populaire (dans la
population américaine en général). Comme il l'écrit lui-même:

ran a cover story called "Global Cops : Inside the Pentagon's New Plan to Police the World's Most

was drawn for the Esquire article. 1was listed in the credits - good for my ego. But the phrase arching
across the familiar shape read "Arc of Instability" (Bamett, 2004 : 183).
