We should never take anything having to do with Space (especially access to Space or freedom to
operate in Space) for granted, and we should never unnecessarily limit our options. Dominance
provides our leadership and our commanders' options in life or death situations. To not use the best
and the latest in weaponry because our enemy does not have it or because it will not allow a fair tight
is foolish. Where we are not military dominant and take our security for granted, there we are at risk
of a future "September II" (Lambakis 2003 : 82).
Cette position de foi aveugle envers la technologie, laquelle est fortement ancrée dans
la culture stratégique et politique américaines 21 (Noble, 1999; Nye, 2003; Desportes,
2002), est vertement critiquée par le théoricien de la guelTe postmoderne Chris Hables
Gray (1997) :
the faith that the V.S. government and others show in technology is disturbing. They don't care that
what they want is deemed impossible now; they assume that eventually anything will be
technologically possible. (00'] If the Star Wars system was really meant as a defensive system only
(which is impossible in military terms, but one can pretend), it wou Id trying to use an impossible
technology to solve a horrible problem that was brought into being by technology in the tirst place.
But, because the actual goal is just to make the next step in the militarization of space a reality, it is a
political goal being met by an impossible technology. The political goal is to make space the point
From which the rest of the world can be dominated by various weapons, including those of mass
destruction (Gray, 2005 : 34).
En somme, le discours astropolitique américain est peut-être avancé dans son
développement et a atteint une certaine vie par lui-même, mais un fait demeure
indiscutable: le débat sur l'arsenalisation de l'Espace n'a pas été publiquement exposé
dans la société américaine et il a encore moins été discuté. Aussi, si on considère
comment ce débat a été circonscrit et appréhendé dans les cercles décisionnels
américains, on est forcé de conclure que nous n'en sommes pas encore au stade d'un
Espace arsenalisé et qu'on devrait tout tenter pour maintenir la situation ainsi (ce que
nous entreprenons dans le dernier chapitre de la thèse au terme d'une réflexion éthico­
politique). Lorsqu'on évalue où se situent les décideurs politiques quant à l'Espace, on
se rend néanmoins compte, en consultant la stratégie de sécurité nationale, la stratégie
militaire nationale et la politique spatiale nationale, que le politique semble suivre le
militaire, bien que le seuil de l'arsenalisation n'ait pas été énoncé dans les documents
doctrinaux de l'armée de l'Air et de la Marine. On prend conscience que le politique
