Helmet laws have not worked in Australia. In Australia, bicycle helmets are mandatory in all states and territories. Compliance
is high but varies by area, with some cities over 90% and rural areas much lower. Australian Capital Territory :
The ACT helmet law came into effect from 1st July 1992. It applies to all ages. The law requires all cyclists and their
passengers to wear a helmet when travelling on a public street or in a public place. In 2000, the ACT (along with the
other jurisdictions) adopted the Australian Road Rules. This had the effect of replacing the original law by Australian Road

The New South Wales helmet law came into effect from 1st January 1991 for adults and from 1st July 1991 for children

The Northern Territory helmet law came into effect from January 1992 and initially applied to all ages. On 31st March
1994 the NT Minister for Transport announced an amendment to the law to permit cyclists over the age of 17 to ride

Tasmania The Tasmania helmet law came into effect from 1st January 1991. The law applies to all ages of bicyclists riding on public

Victoria The Victoria helmet law came into effect from July 1990. It applies to all ages. The penalty for adults not wearing a
'securely fitted approved bicycle helmet', is usually a Bicycle Offence Penalty Notice, which is a fine. Children receive a

Australia
The Western Australian helmet law came into effect from 1st January 1992. It was enforced from 1st July 1992. The law
