La rete complessiva appare composta da un network centrale con un<br />

raggruppamento di 6-7 sottoreti e un ampio arco di organizzazioni (cluster) che è<br />

correlato al gruppo centrale da sole otto organizzazioni. Queste otto organizzazioni di<br />

collegamento rappresentano dei “punti di taglio” all’interno della rete, in quanto<br />

disconnettono tale arco dal network centrale. Quattro organizzazioni: Operations Life-<br />

Line Depot, U.S. Marines, American Red Cross, and U.S. Customs mantengono<br />

collegamenti critici con altre quattro organizzazioni, Local Media, City of Slidell,<br />

Houston Astrodome, Catholic Charities USA.<br />

La struttura del network mette in luce che le organizzazioni hanno la tendenza ad<br />

aiutarsi se appartengono alla medesima giurisdizione, piuttosto che attraversare i livelli<br />

giurisdizionali come previsto nel piano di risposta nazionale. Questo spiega<br />

l’asimmetria dei processi di informazione nelle operazioni di gestione dell’evento nelle<br />

settimane successive al suo manifestarsi. Il diagramma di rete mostrato in Figura 20,<br />

come precedentemente evidenziato, illustra diversi sottoinsiemi di organizzazioni<br />

impegnate nelle operazioni di risposta. Questi sottoinsiemi sembrano essere un mezzo<br />

efficace per realizzare attività condivise, data la portata e la gravità dell’evento, ma si<br />

confermano anche come una mancanza di coerenza della rete più grande. Trentacinque<br />

sottoreti (cliques) sono state identificate all’interno della rete più grande, come mostrato<br />

nella Tabella 16.<br />
