Charakter erfasst. Dies erfordert eine systematische Analyse der politischen
Auseinandersetzung zwischen Mehrebenenkoalitionen aus Regierungen, supranationalen
Akteuren, transnationalen und nationalen Interessen. Das politische
Gemeinwesen Europas ist weder ein Abfallprodukt funktionaler Erfordernisse
noch Ergebnis enger wirtschaftlicher Interessen – im Gegenteil, es wird durch
grundlegende Meinungsunterschiede zwischen den politischen Akteuren geprägt,
wie Politik in Europa aussehen soll.
