19. Decommission<strong>in</strong>g<br />

If the site complies with the appropriate release criteria when a reasonable set of potential<br />

future uses and their associated uncerta<strong>in</strong>ties have been considered, the site should be<br />

released by the regulatory body for unrestricted use, which is the preferred option. The<br />

decommission<strong>in</strong>g phase should then be term<strong>in</strong>ated and the regulatory body does not need<br />

further <strong>in</strong>volvement beyond keep<strong>in</strong>g records concern<strong>in</strong>g the released site. If after cleanup<br />

of the site it is demonstrated that the site meets the release criteria, it may still be released<br />

for unrestricted use (see Fig. 2).<br />

If after cleanup the site does not meet the release criteria, the site can be considered for<br />

restricted use. The restrictions should be designed and implemented to provide a<br />

reasonable assurance of compliance with the dose constra<strong>in</strong>ts. The restrictions should<br />

serve to exclude or prevent exposure pathways lead<strong>in</strong>g to effective doses higher than the<br />

dose constra<strong>in</strong>t; for example, if effective doses via food cha<strong>in</strong> pathways could give rise to<br />

doses above the dose constra<strong>in</strong>t, <strong>in</strong>stitutional restrictions should be put <strong>in</strong> place to prevent<br />

future use of the land for agricultural purposes. The release of sites for restricted use<br />

generally requires ongo<strong>in</strong>g <strong>in</strong>stitutional <strong>in</strong>volvement and control to implement the<br />

necessary restrictions. Exist<strong>in</strong>g regulatory limits on the time frames for <strong>in</strong>stitutional<br />

control should therefore be taken <strong>in</strong>to consideration <strong>in</strong> decid<strong>in</strong>g whether it is appropriate<br />

and reasonable to release a site for restricted use.<br />

19.3.2. RELEASE OF THE SITE<br />

The regulatory body should perform <strong>in</strong>spections of the site be<strong>in</strong>g considered for release<br />

from regulatory control. This will <strong>in</strong>clude review of the cleanup and monitor<strong>in</strong>g<br />

procedures, review of the management system, <strong>in</strong>dependent monitor<strong>in</strong>g and analysis of
