5. SITING CONSIDERATIONS<br />

The relationship between the site and the design for the NPP shall be exam<strong>in</strong>ed to ensure<br />

that the radiological risk to the public and the environment, aris<strong>in</strong>g from releases def<strong>in</strong>ed<br />

by the source terms is acceptably low. The design of the plant shall compensate for any<br />

unacceptable effects of the NPP on the region, or else the site shall be deemed unsuitable.<br />

5.1.3.2. Atmospheric dispersion of radioactive materials<br />

A meteorological description of the region shall be developed, <strong>in</strong>clud<strong>in</strong>g the basic<br />

meteorological parameters and phenomena such as w<strong>in</strong>d speed and direction, air<br />

temperature, precipitation, humidity, atmospheric stability parameters, and prolonged<br />

<strong>in</strong>versions. A programme of meteorological measurements shall be carried out at or near<br />

the site with <strong>in</strong>strumentation capable of measur<strong>in</strong>g and record<strong>in</strong>g the ma<strong>in</strong> meteorological<br />

parameters at appropriate elevations and locations. A site evaluation shall consist of at<br />

least one complete year's data. On the basis of the data, the atmospheric dispersion of<br />

radioactive releases shall be assessed us<strong>in</strong>g appropriate models.<br />

5.1.3.3. Dispersion of radioactive materials through surface water<br />

A description of the surface hydrological characteristics of the region shall be developed,<br />

<strong>in</strong>clud<strong>in</strong>g the ma<strong>in</strong> characteristics of bodies of water, both natural and artificial, the major<br />

water control structures, the location of water <strong>in</strong>take structures and data on water uses <strong>in</strong><br />

the region. A programme of surface <strong>in</strong>vestigation and measurements shall be carried out<br />

to determ<strong>in</strong>e, to the extent necessary, the dilution and dispersion characteristics of bodies<br />

of water, the reconcentration ability of sediments and biota, and the determ<strong>in</strong>ation of<br />

transfer mechanisms of radionuclides <strong>in</strong> the hydrosphere and of exposure pathways. An<br />

evaluation of the possible impact of surface contam<strong>in</strong>ation on the population shall be<br />

performed us<strong>in</strong>g the collected data and <strong>in</strong>formation <strong>in</strong> a suitable model.
