Follow<strong>in</strong>g the LCOs and surveillance requirements the technical specifications state the<br />

technical background and technical basis. The basis of adequacy, safety limits, and safety<br />

system limit<strong>in</strong>g sett<strong>in</strong>gs, LCOs, and surveillance requirements must be stated <strong>in</strong> the<br />

technical background. The technical basis must clearly be related to technical<br />

specification limits, LCOs, NPP designs, and safety <strong>in</strong>terpretations. An overall<br />

verification process must be undertaken for the selected operation modes.<br />

5) Design Features<br />

This chapter states the design features of major facilities of the NPP. For example, items<br />

related to the heat load chang<strong>in</strong>g limits of coolant systems and its related equipment is<br />

stated. Emergency plans aga<strong>in</strong>st radiation on high density/low density populations are<br />

stated <strong>in</strong> this chapter.<br />

6) Adm<strong>in</strong>istrative Control<br />

This chapter states the adm<strong>in</strong>istrative requirements to operate an NPP. Requirements for<br />

m<strong>in</strong>imized work‐shift<strong>in</strong>g personnel, NPP safety commission, and NPP protocol are stated.<br />

10.4.5.3. Improved Standard Operational Technical Specifications<br />

The standard operational technical specifications that had been shown many problems<br />

from an operational experience, <strong>in</strong>troduce the need for improvement. Major items are<br />

summarized as the follow<strong>in</strong>g.<br />

The selection criteria of limit<strong>in</strong>g conditions for operation are ambiguous;<br />
