15. Operational Safety<br />

<strong>in</strong>dependent of the operat<strong>in</strong>g organization. Further <strong>in</strong>formation on the role of the<br />

regulatory body can be found <strong>in</strong> the module, Regulatory Control of NPPs. It is essential<br />

to the achievement of their common objective, i.e. safe operation, that there is mutual<br />

understand<strong>in</strong>g and respect between the regulatory body and the operat<strong>in</strong>g organization<br />

that supports a frank and open, but formal relationship.<br />

The operat<strong>in</strong>g organization submits or makes available documents and other <strong>in</strong>formation<br />

<strong>in</strong> accordance with the requirements of the regulatory body. The operat<strong>in</strong>g organization<br />

develops and implements a procedure for report<strong>in</strong>g abnormal events to the regulatory<br />

body <strong>in</strong> accordance with established criteria.<br />

To enable the regulatory body to carry out its functions, the operat<strong>in</strong>g organization gives<br />

it all necessary assistance and access to the plant and documentation. When required by<br />

the regulatory body, the operat<strong>in</strong>g organization undertakes special analysis, tests and<br />

<strong>in</strong>spections. If any request is made to the operat<strong>in</strong>g organization that <strong>in</strong> its op<strong>in</strong>ion could<br />

have an adverse effect on safety, then, <strong>in</strong> view of its responsibility for safety, the<br />

operat<strong>in</strong>g organization makes its op<strong>in</strong>ion known to the regulatory body.<br />

15.2.14. Self assessment, peer evaluation and periodic safety review<br />

Self‐assessment is an assessment performed by an organizational unit or an organization<br />

by itself to review its own activities. IAEA safety guides on quality assurance, safety<br />

guide Q5 “Assessment of the Implementation of the Quality Assurance Program”, gives a<br />

good example of management self‐assessment <strong>in</strong>clud<strong>in</strong>g:<br />

Senior management self‐assessment;<br />

L<strong>in</strong>e‐management self‐assessment;<br />

Supervisors self‐assessment;<br />

Purpose of management self‐assessment is to evaluate known performance issues,
