<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

The ma<strong>in</strong> aims of regulatory <strong>in</strong>spection and enforcement are to ensure that:<br />

(1) The facilities, equipment and work performance meet all necessary requirements;<br />

(2) Relevant documents and <strong>in</strong>structions are valid and are be<strong>in</strong>g complied with;<br />

(3) Persons employed by the operator (<strong>in</strong>clud<strong>in</strong>g contractors) possess the necessary<br />

competence for the effective performance of their functions;<br />

(4) Deficiencies and deviations are identified and corrected, or justified without undue<br />

delay;<br />

(5) Any lessons learned are identified and propagated to other operators, suppliers and<br />

the regulatory body as appropriate; and<br />

(6) The operator is manag<strong>in</strong>g safety <strong>in</strong> a proper manner.<br />

However, regulatory <strong>in</strong>spections shall not dim<strong>in</strong>ish the operator’s prime responsibility for<br />

safety nor replace control, supervision and verification activities that the operator has to<br />

carry out.<br />

Inspection<br />

The regulatory body shall establish a planned and systematic <strong>in</strong>spection programme. The<br />

extent to which <strong>in</strong>spection is performed <strong>in</strong> the regulatory process will depend upon the<br />

potential magnitude and nature of the hazard associated with the facility or activity.<br />

Inspection by the regulatory body, both announced and unannounced, shall be an ongo<strong>in</strong>g<br />

activity. If the regulatory body uses the services of consultants for the <strong>in</strong>spections, then it<br />

shall have the responsibility for tak<strong>in</strong>g any actions that result from these <strong>in</strong>spections.<br />

In addition to rout<strong>in</strong>e <strong>in</strong>spection activities, the regulatory body shall carry out <strong>in</strong>spections<br />

at short notice if an abnormal occurrence needs immediate <strong>in</strong>vestigation. Such regulatory<br />

<strong>in</strong>spection shall not dim<strong>in</strong>ish the responsibility of the operator to <strong>in</strong>vestigate such<br />

occurrences immediately.<br />
