3. <strong>Basic</strong> Pr<strong>in</strong>ciples Of Nuclear Safety<br />

The extent and type of quality verification needs to reflect the safety significance and<br />

nature of the <strong>in</strong>dividual tasks. Such verification methods <strong>in</strong>clude audits, checks and<br />

exam<strong>in</strong>ations to ensure that each task has been satisfactorily performed or that any<br />

necessary corrective actions have been taken. However, the prime responsibility for<br />

achiev<strong>in</strong>g quality rema<strong>in</strong>s with the performer of the task, not the verifier.<br />

3.2.3.3. Human factors<br />

An important factor <strong>in</strong> safety management is the recognition of the <strong>in</strong>fluence of human<br />

behaviour. The possibility of the occurrence of human error directly affect<strong>in</strong>g safety<br />

needs to be recognized and the probability reduced to the m<strong>in</strong>imum practically<br />

achievable. The effects of such errors must, where practicable, be elim<strong>in</strong>ated or mitigated<br />

by a systematic approach, <strong>in</strong> order to achieve a high tolerance for human error <strong>in</strong> the<br />

<strong>in</strong>stallation. Additionally, functional requirements for personnel need to be def<strong>in</strong>ed and<br />

met through appropriate selection and tra<strong>in</strong><strong>in</strong>g of staff.<br />
