10.7.7.1. Monitor<strong>in</strong>g Systems<br />

10-B. Technical Specifications for Research Reactors & Non‐power Reactors<br />

The m<strong>in</strong>imum number of monitors shall be specified for the follow<strong>in</strong>g: (1) air monitors<br />

(gas and particulate); (2) fission product monitors; (3) area monitors; (4) environmental<br />

monitors such as film badges, thermo‐lum<strong>in</strong>escent dosimeters, or other devices placed at<br />

control po<strong>in</strong>ts.<br />

When required monitors are <strong>in</strong>operable, portable <strong>in</strong>struments, surveys, or analyses may<br />

be substituted for any of the normally <strong>in</strong>stalled monitors <strong>in</strong> Sec. 3.7.1 for periods of 1<br />

week or for the duration of a reactor run <strong>in</strong> cases where the reactor is cont<strong>in</strong>uously<br />

operated.<br />

10.7.7.2. Effluents<br />

Specifications for effluent limits shall be based on the follow<strong>in</strong>g factors as applicable:<br />

(1) The total exposure from effluents from the facility to a person outside the<br />

boundary shall not exceed 100 mrem/calendar year, less any external dose from<br />

the facility. This value may be <strong>in</strong>creased up to 500 mrem/calendar year if<br />

authorized by the responsible authority;<br />

(2) The limit shall be established at the po<strong>in</strong>t of release or measurement us<strong>in</strong>g<br />

accepted diffusion factors to the boundary. For halogens and particulates with half<br />

‐lives .8 days, a re‐concentration factor shall be <strong>in</strong>cluded where appropriate;<br />

(3) For the purpose of convert<strong>in</strong>g concentrations to dose, it should be taken <strong>in</strong>to<br />

consideration that the values for submersion gases are based on an <strong>in</strong>f<strong>in</strong>ite<br />

hemisphere geometry, which is rarely achievable and therefore tends to greatly<br />

overestimate the dose.<br />
