The accident management guidance of the TSC is entered via the DFC. The DFC’s first<br />

directive is to monitor the SCST. The SCST provides a method for the TSC to diagnose<br />

the challenges to the conta<strong>in</strong>ment fission product boundary and to select the appropriate<br />

SCG for implementation if needed. The SCST requires a check of:<br />

amount of site releases ; if they are greater than general emergency levels then the<br />

SCG‐1, Mitigate Fission Product Releases, is entered
