15.1.8. Reports and records<br />

The operat<strong>in</strong>g organization shall make arrangements for control of records and reports<br />

important to safety <strong>in</strong> accordance with the established quality assurance system. The<br />

document management system shall ensure that personnel use only the latest version of<br />

each document. Off‐site storage of essential documents, such as the emergency plan, for<br />

use <strong>in</strong> the event of an emergency situation, should be considered.<br />

15.1.9. Periodic safety review<br />

A comprehensive periodic safety review (PSR) of the plant shall be performed by the<br />

operat<strong>in</strong>g organization throughout its operational lifetime, with account taken of operat<strong>in</strong>g<br />

experience and significant new safety <strong>in</strong>formation from all relevant sources. The PSR shall<br />

determ<strong>in</strong>e to what extent the exist<strong>in</strong>g safety report rema<strong>in</strong>s valid. It shall take <strong>in</strong>to account<br />

the actual status of the plant, operat<strong>in</strong>g experience, predicted end‐of‐life state, current<br />

analytical methods, current safety standards, and current knowledge. In order to complement<br />

the determ<strong>in</strong>istic assessment, consideration shall be given to the use of probabilistic safety<br />

assessment (PSA) for <strong>in</strong>put to the PSR to provide <strong>in</strong>sight <strong>in</strong>to the relative contributions to<br />

safety of different aspects of the plant. Based on the results of the systematic safety<br />

reassessment, the operat<strong>in</strong>g organization shall implement any necessary corrective actions<br />

and any reasonably practical modifications to move towards current standards.<br />

15.1.10. Decommission<strong>in</strong>g<br />

The operat<strong>in</strong>g organization shall have <strong>in</strong> place arrangements for decommission<strong>in</strong>g the<br />
