shall also be taken of <strong>in</strong>ternationally recognized standards and recommendations, such as<br />

the Agency’s Safety Standards Series publications.<br />

3.7.5. Specific <strong>in</strong>frastructure<br />

In order to safely derive the benefits from the exploitation of nuclear and radiation related<br />

technologies, governments must provide for both an effective regulatory regime and an<br />

appropriate support<strong>in</strong>g <strong>in</strong>frastructure. The regulatory regime has been addressed <strong>in</strong> the<br />

preced<strong>in</strong>g sections of this Safety Requirements publication. Requirements with respect to<br />

the support<strong>in</strong>g <strong>in</strong>frastructure are presented <strong>in</strong> this section.<br />

3.7.5.1. Infrastructure for emergency preparedness<br />

Despite all of the precautions that are taken <strong>in</strong> the design and operation of facilities and<br />

the conduct of activities, there is always a possibility that failures or accidents will lead to<br />

emergencies. In some cases, such situations may lead to the release of radioactive<br />

materials with<strong>in</strong> facilities and/or <strong>in</strong>to the public doma<strong>in</strong>, which may necessitate<br />

emergency response actions. These may <strong>in</strong>clude transport accidents. Adequate<br />

preparations shall be established and ma<strong>in</strong>ta<strong>in</strong>ed at local, national and, where agreed<br />

between Member States, at the <strong>in</strong>ternational level to deal with these situations.<br />

The arrangements for emergency response actions both with<strong>in</strong> and outside facilities, if<br />

applicable, or elsewhere under the control of the operator, are dealt with through the<br />

regulatory process. Government shall ensure that competent authorities have the<br />

necessary resources and that they make preparations and arrangements to deal with any<br />

consequences of accidents <strong>in</strong> the public doma<strong>in</strong>, whether the accident occurs with<strong>in</strong> or<br />

beyond national boundaries. These preparations shall <strong>in</strong>clude the actions to be taken both
