and must be used for additional protection of populations.<br />

What is called “site criteria” or “site acceptability criteria” covers (2). Some member<br />

countries, such as the USA and Canada, have specified <strong>in</strong> their regulations quantified<br />

limits for exclusion zones and for population densities with<strong>in</strong> a specified radius of a<br />

nuclear plant. In other States, such as France, on the other hand, the regulations do not<br />

<strong>in</strong>troduce such criteria. Note that they <strong>in</strong> no way alter the maximum <strong>in</strong>dividual risk, but<br />

aim to limit the collective risk by restrict<strong>in</strong>g the number of people likely to <strong>in</strong>cur a<br />

radiological risk if there is a serious accident.<br />

5.6.2. Phases of the study<br />

The demographic studies are <strong>in</strong>itiated at the beg<strong>in</strong>n<strong>in</strong>g of the nuclear site search and<br />

qualification operations. Referr<strong>in</strong>g to the traditional division of the site selection process<br />

<strong>in</strong>to three phases (selection, qualification, and confirmation), there is a staged progression<br />

of knowledge as the choice of site is narrowed down.<br />

In the course of the "selection" phase, dur<strong>in</strong>g which a regional analysis is performed, sites<br />

<strong>in</strong> zones hav<strong>in</strong>g the highest population densities are elim<strong>in</strong>ated from the search; it is, <strong>in</strong><br />

effect reasonable, all other th<strong>in</strong>gs be<strong>in</strong>g equal, to prefer sparsely populated zones to<br />

highly urbanized zones.<br />

In the course of the "qualification" phase, there is a prelim<strong>in</strong>ary analysis of the<br />

demographic data from population censuses and an evaluation of their distribution. S<strong>in</strong>ce<br />

regional weather data are be<strong>in</strong>g gathered <strong>in</strong> parallel, it is possible to see whether there are<br />

large concentrations of <strong>in</strong>habitants <strong>in</strong> the prevail<strong>in</strong>g downw<strong>in</strong>d directions. A first<br />

<strong>in</strong>vestigation of populations that are migrant, whether for occupational (seasonal workers)<br />
