3. <strong>Basic</strong> Pr<strong>in</strong>ciples Of Nuclear Safety<br />

Quality assurance: The requirements specified <strong>in</strong> the quality assurance (QA) Code<br />

provide an efficient management tool that could be used by both the plant management<br />

and the regulatory organization to ga<strong>in</strong> confidence <strong>in</strong> the safety and quality of a nuclear<br />

power plant. The QA requirements oblige plant designers, constructors, <strong>in</strong>stallers and<br />

operators to plan, conduct, and document their work systematically. This allows the<br />

verification of all activities not only by physical <strong>in</strong>spection or test<strong>in</strong>g of hardware <strong>in</strong> the<br />

plant but also through <strong>in</strong>direct methods such as evaluation of the effectiveness of the<br />

respective QA programmes.<br />

3.1.3. National and <strong>in</strong>ternational <strong>in</strong>stitutions for standardization<br />

Although they are not legally b<strong>in</strong>d<strong>in</strong>g on Member States the IAEA Safety Standards are<br />

written <strong>in</strong> a way that they could be adopted by Member States for use <strong>in</strong> national<br />

regulations and guidance material. The standards are consensus documents between the<br />

Member States’ governments. In addition to these <strong>in</strong>ternationally agreed safety standards<br />

there are also <strong>in</strong>dustrial standards. A number of national but also <strong>in</strong>ternational<br />

<strong>in</strong>stitutions develop these technical standards. Well know examples of <strong>in</strong>ternational<br />

<strong>in</strong>stitutions are the International Organization for Standardization (ISO) and the<br />

International Electrotechnical Commission (IEC).<br />

To avoid duplication and to ensure a consistent approach, co‐operation between the IAEA<br />

and these <strong>in</strong>ternational <strong>in</strong>stitutions is controlled through well established liaison channels.<br />

This cooperation has been established through a Memorandum of Understand<strong>in</strong>g<br />

(IAEA/ISO) or a written agreement (IAEA/IEC).<br />

The IAEA/ISO co‐operation reads:<br />
