12. Surveillance Programmes<br />

operat<strong>in</strong>g personnel comply with stand<strong>in</strong>g orders to br<strong>in</strong>g the plant back <strong>in</strong>to safe<br />

conditions if an unplanned violation of the operational limits and conditions is observed<br />

or foreseen. Appropriate brief<strong>in</strong>g on this subject should be held before such tests and<br />

experiments are performed. The procedure is submitted to the regulatory body for prior<br />

approval, as required.<br />

12.2.6.6. Test equipment<br />

The operat<strong>in</strong>g organization ensures that all test equipment, whether called for <strong>in</strong> the<br />

design or otherwise required for the surveillance programme, is available, operable and<br />

calibrated. In so far as practical, test equipment should be permanently <strong>in</strong>stalled.<br />

A programme is established and ma<strong>in</strong>ta<strong>in</strong>ed for calibration and control of test equipment<br />

and reference standards used <strong>in</strong> surveillance. The programme provides for prompt<br />

detection of <strong>in</strong>accuracies, and for timely and effective corrective action. This programme<br />

<strong>in</strong>cludes the follow<strong>in</strong>g general requirements:<br />

Equipment identification: test equipment used as calibration reference standards is<br />

identified to enable their calibration status to be verified;<br />

Use of equipment: before test equipment is used <strong>in</strong> a surveillance test, its<br />

calibration status and operability is verified;<br />

Calibration procedures: detailed procedures are to be provided for the calibration of<br />

test equipment; the accuracy of calibration is to be commensurate with functional<br />

requirements and, where appropriate, reference standards are used; and<br />

Calibration records: records are to be ma<strong>in</strong>ta<strong>in</strong>ed for each piece of equipment to<br />

demonstrate that established schedules and procedures for calibrat<strong>in</strong>g test<br />

equipment and reference standards have been followed.<br />

Test equipment accuracy, range, resolution: before test equipment is used, its<br />

accuracy, operat<strong>in</strong>g range and resolution is checked to assure it is suitable for the
