4. DESIGN OF NUCLEAR REACTORS<br />

Fuel elements and assemblies shall be designed to withstand satisfactorily the anticipated<br />

irradiation and environmental conditions <strong>in</strong> the reactor core, notwithstand<strong>in</strong>g all<br />

processes of deterioration that can occur <strong>in</strong> normal operation and <strong>in</strong> anticipated<br />

operational occurrences.<br />

Fuel assemblies shall be designed to permit adequate <strong>in</strong>spection of their structure and<br />

component parts after irradiation. In design basis accidents, the fuel elements shall rema<strong>in</strong><br />

<strong>in</strong> position and shall not suffer distortion to an extent that would render post‐accident core<br />

cool<strong>in</strong>g <strong>in</strong>sufficiently effective; and the specified limits for fuel elements for design basis<br />

accidents shall not be exceeded.
