3. <strong>Basic</strong> Pr<strong>in</strong>ciples Of Nuclear Safety<br />

3.7.3.1. Staff<strong>in</strong>g and tra<strong>in</strong><strong>in</strong>g of the regulatory body<br />

The regulatory body shall employ a sufficient number of personnel with the requisite<br />

qualifications, experience and expertise to undertake its functions and responsibilities. It<br />

is likely that there will be positions of a specialist nature and positions need<strong>in</strong>g more<br />

general skills and expertise. The regulatory body shall acquire and ma<strong>in</strong>ta<strong>in</strong> the<br />

competence to judge, on an overall basis, the safety of facilities and activities and to<br />

make the necessary regulatory decisions.<br />

In order to ensure that the proper skills are acquired and that adequate levels of<br />

competence are achieved and ma<strong>in</strong>ta<strong>in</strong>ed, the regulatory body shall ensure that its staff<br />

members participate <strong>in</strong> well def<strong>in</strong>ed tra<strong>in</strong><strong>in</strong>g programmes. The tra<strong>in</strong><strong>in</strong>g should ensure that<br />

the regulatory body personnel rema<strong>in</strong> familiar with develop<strong>in</strong>g technology and changes <strong>in</strong><br />

safety pr<strong>in</strong>ciples and philosophy.<br />

In undertak<strong>in</strong>g its own review and assessment of a safety submission presented by the<br />

operator, the regulatory body shall not rely solely on any safety assessment performed for<br />

it by consultants or on that produced by the operator. Accord<strong>in</strong>gly, the regulatory body<br />

shall have a full time staff capable either of perform<strong>in</strong>g regulatory reviews and<br />

assessments, or of evaluat<strong>in</strong>g any assessments performed for it by consultants.<br />

3.7.3.2. Advisory bodies to the regulatory body<br />

The government or the regulatory body may choose to give formal structure to the<br />

processes by which expert op<strong>in</strong>ions and advice are provided to the regulatory body. The<br />

need for such formal advisory bodies is determ<strong>in</strong>ed by many factors. When the<br />

establishment of advisory bodies is considered necessary, on a temporary or permanent
