10-A. Limit<strong>in</strong>g Conditions for Operation<br />

decree article 21 (construction permit application) and enforcement regulation article 7<br />

(preparation of construction permit documents), licensees must prepare technical<br />

specifications. These technical specifications are part of the operational technical<br />

specifications and are specified <strong>in</strong> the "Operation of Nuclear Reactor Facilities" section of<br />

the operational technical specifications. Also, <strong>in</strong> clause 2 of Article 21 (operational<br />

license) off the Atomic Energy Act, when apply<strong>in</strong>g for operational license, the<br />

operational technical specifications must be submitted as a separate document, and<br />

enforcement regulation article 16 specifies items to be <strong>in</strong>cluded <strong>in</strong> the operational<br />

technical specifications. Preparation methods <strong>in</strong> details are decided and announced by the<br />

M<strong>in</strong>ister of Science and Technology. Items stated <strong>in</strong> enforcement regulation article 16 of<br />

the Atomic Energy Act are shown <strong>in</strong> Table 10‐1.<br />

Furthermore, accord<strong>in</strong>g to the clause 1 number 3 of enforcement regulation article 18<br />

(Notification of Change of Insignificant Particulars), operational technical specification<br />

items perta<strong>in</strong><strong>in</strong>g to article 16 clause 1 number 3 (3. Adm<strong>in</strong>istrative Controls of Nuclear<br />

Reactor Facilities), items changed by the government organization, changes <strong>in</strong><br />

adm<strong>in</strong>istrative zones, edit<strong>in</strong>g of wrong or miss<strong>in</strong>g word<strong>in</strong>g, <strong>in</strong>consistencies between<br />

related documents, or other items unclear reasons of change are recognized as<br />

<strong>in</strong>significant particulars. In compliance with operational technical specifications dur<strong>in</strong>g<br />

operations, article 53 of "Rules for technical standard of Nuclear Reactor Facilities"<br />

demands 1) surveillance and monitor<strong>in</strong>g of whether nuclear reactor facilities follow<br />

LCOs stated <strong>in</strong> the operational technical specifications and take the appropriate measures<br />

if LCOs are not satisfied. 2) <strong>in</strong>spection of the damage and cause <strong>in</strong> nuclear reactor<br />

facilities <strong>in</strong> the case of <strong>in</strong>advertent shutdown and confirmation of plant safety before<br />

restart<strong>in</strong>g, and 3) the utility should monitor the operational technical specifications to<br />

promote safety and amend it if necessary <strong>in</strong> accordance with article 102 clause 1 number<br />

3 through number 5 of Enforcement Regulation of Atomic Energy Act.
