16. In‐Plant Accident Management<br />

In this course we will focus on the SAM guidel<strong>in</strong>es, expla<strong>in</strong><strong>in</strong>g the structure, technical<br />

background and how it works.<br />

16.3.2. Severe Accident Policy <strong>in</strong> <strong>Korea</strong><br />

This section <strong>in</strong>troduces how the severe accident has come <strong>in</strong>to <strong>Korea</strong>n nuclear power<br />

plants. The MEST(M<strong>in</strong>istry of Education, Science and Technology) issued a 「policy<br />

statement on severe accident of nuclear power plant」 on august 30, 2001. The policy<br />

requires that the safety goal, probabilistic safety assessment, severe accident prevention<br />

and mitigation capability , severe accident management program should be established<br />

for <strong>Korea</strong>n NPPs. To cope with the government policy the KHNP (<strong>Korea</strong> Hydro &<br />

Nuclear Power) has performed PSA and developed both the risk monitor and SAMP for<br />

all operat<strong>in</strong>g plants. The policy can be summarized as follow<strong>in</strong>g :<br />

Safety Goal<br />

- risk of prompt fatalities to an average <strong>in</strong>dividual <strong>in</strong> the vic<strong>in</strong>ity of a NPP that might<br />

result from reactor accidents should not exceed 0.1% of the sum of prompt fatality<br />

risks result<strong>in</strong>g from all other accidents<br />

Probabilistic Safety Assessment<br />

- owner of NPP should assess safety of the nuclear power plant via probabilistic<br />

approach <strong>in</strong> order to f<strong>in</strong>d measures which can reduce the risk as low as possible.<br />

Severe Accident Prevention & Mitigation Capability<br />

- reactor conta<strong>in</strong>ment should preserve its structural <strong>in</strong>tegrity and function as a barrier<br />

aga<strong>in</strong>st fission product release <strong>in</strong> order to mitigate the consequence of accident even<br />

<strong>in</strong> case of core damage
