distribution is rarely an absolute reason for rejection at this stage, the demographic data<br />

do have a considerable <strong>in</strong>fluence on the decision to accept or reject a given site.<br />

F<strong>in</strong>ally, the last phase, “confirmation” of a site, must <strong>in</strong>clude gather<strong>in</strong>g of data necessary<br />

to demonstrate its reliability. This is based on a very f<strong>in</strong>e analysis of the population<br />

distribution, especially <strong>in</strong> the immediate vic<strong>in</strong>ity of the site.<br />

On these bases, it is not easy, nor always considered desirable, to fix overly strict limits<br />

on the population density and distribution. Given the complete set of factors that<br />

contribute to the safety of a site, case‐by‐case analyses are still the most realistic approach<br />

to the problem, with the understand<strong>in</strong>g that the lowest possible population densities are<br />

preferable. This “case‐bycase”" approach is one of the orig<strong>in</strong>al features of French<br />

practice, which is characterized by great flexibility, unlike the approach taken <strong>in</strong> other<br />

countries that have begun, before do<strong>in</strong>g any work, by pass<strong>in</strong>g a nuclear law, or that have<br />

frozen their technical regulations <strong>in</strong> the mould created by <strong>in</strong>ternational recommendations<br />

without test<strong>in</strong>g them <strong>in</strong> contact with national realities.
