3. <strong>Basic</strong> Pr<strong>in</strong>ciples Of Nuclear Safety<br />

Prior to the grant<strong>in</strong>g an authorization for activities that generate radioactive waste or for<br />

radioactive waste management facilities, the regulatory body shall ensure that<br />

<strong>in</strong>terdependences among all steps <strong>in</strong> the generation and management of radioactive waste<br />

are appropriately taken <strong>in</strong>to account. The various steps <strong>in</strong> radioactive waste management<br />

shall be developed by an approach that takes account of all safety aspects and needs,<br />

recogniz<strong>in</strong>g that decisions made at one step <strong>in</strong> the management of radioactive waste may<br />

foreclose alternatives or have other significant consequences for other steps. No<br />

<strong>in</strong>dividual step shall be considered <strong>in</strong> isolation.<br />

Prior to the authorization of activities that generate radioactive waste, the regulatory body<br />

shall ensure that:<br />

(1) Appropriate consideration is given to provision of the necessary capacity for<br />

process<strong>in</strong>g and storage of anticipated radioactive waste.<br />

(2) The processed waste and waste packages are compatible with the anticipated nature<br />

and duration of storage, with account taken of the strategy for regular surveillance<br />

of waste and the need for retrievability of waste from storage for further process<strong>in</strong>g<br />

or disposal.<br />

Government shall ensure that adequate arrangements are made for the safe storage and<br />

disposal of radioactive waste. Responsibilities shall be del<strong>in</strong>eated and assigned to ensure<br />

that any transfer of responsibility for waste is adequately managed.<br />

Government shall ensure that the regulations provide for establish<strong>in</strong>g an <strong>in</strong>ventory of<br />

exist<strong>in</strong>g and anticipated radioactive waste, <strong>in</strong>clud<strong>in</strong>g its location and radionuclide content<br />

and other physical and chemical characteristics important for the safety of its<br />

management; and for avoid<strong>in</strong>g and reduc<strong>in</strong>g the generation of radioactive waste and<br />

promot<strong>in</strong>g reuse and recycle of equipment and materials, and reuse of build<strong>in</strong>gs.
