10-A. Limit<strong>in</strong>g Conditions for Operation<br />

Positive reactivity <strong>in</strong>sertion rate limits shall be stated and compliance ensured either by<br />

reactivity system logic or by special limitations to be observed by operat<strong>in</strong>g personnel <strong>in</strong><br />

order to avoid reactivity‐related accident conditions which might lead to excessive fuel<br />

temperatures.<br />

Reactor core neutron flux monitor<strong>in</strong>g<br />

Instrumentation requirements for adequate neutron flux monitor<strong>in</strong>g for all reactor power<br />

levels <strong>in</strong>clud<strong>in</strong>g start‐up and shutdown conditions shall be stated. These may <strong>in</strong>clude<br />

stipulations on the use of neutron sources for provid<strong>in</strong>g the necessary m<strong>in</strong>imum flux level<br />

and on the sensitivity of neutron detectors.<br />

Reactivity control logic<br />

Special reactivity control logic, or control rod and/or absorber patterns, together with<br />

control rod reactivity values shall be stated where it is necessary to ensure that specified<br />

limitations regard<strong>in</strong>g permissible flux differences, power peak<strong>in</strong>g factors and power<br />

distribution for various modes of normal operation are met. Proper control of flux<br />

distribution shall ensure that the limit<strong>in</strong>g fuel temperatures and heat flux and the <strong>in</strong>itial<br />

conditions assumed <strong>in</strong> the accident analyses are not exceeded. Where appropriate, proper<br />

calculation methods or measur<strong>in</strong>g techniques shall be provided to enable the reactor<br />

operator to determ<strong>in</strong>e compliance.<br />

Reactivity control devices<br />

Operability requirements, <strong>in</strong>clud<strong>in</strong>g redundancy or diversity requirements described <strong>in</strong><br />

the safety report, for reactivity control devices and their position <strong>in</strong>dicators, shall be<br />

stated for the various modes of normal operation. These requirements shall comply with<br />

requirements for reactivity control logic and shall meet the negative reactivity<br />

requirements presented above.
