15. Operational Safety<br />

Arrangements and procedures to address the necessary actions follow<strong>in</strong>g an accident at a<br />

plant are <strong>in</strong> place.<br />

The organization and adm<strong>in</strong>istration of the direct operat<strong>in</strong>g group ensure that the NPP can<br />

be controlled under emergency conditions. The shift supervisor has prompt support from<br />

the technical staff. When the conditions exceed specific limits, an additional organization<br />

structure is established to take over the responsibility for long‐term actions to mitigate<br />

effects on the environment. The shift supervisor is a key person to decide about the plant<br />

emergency classification, alarms and start‐up the emergency organization.<br />

Typical documents show<strong>in</strong>g accident management practices are the follow<strong>in</strong>g:<br />

Emergency plan/organizational chart of the emergency staff;<br />

Description of responsibilities and tasks of the emergency staff;<br />

<strong>Tra<strong>in</strong><strong>in</strong>g</strong> and retra<strong>in</strong><strong>in</strong>g program for the staff <strong>in</strong>volved <strong>in</strong> accident management.<br />

The direct operat<strong>in</strong>g group is well organized and tra<strong>in</strong>ed <strong>in</strong> controll<strong>in</strong>g the plant under<br />

emergency conditions. The m<strong>in</strong>imum shift group composition is enough to perform the<br />

immediate necessary tasks specified by the emergency operat<strong>in</strong>g and/or symptom based<br />

procedures <strong>in</strong> case of an accident.<br />

The experts who will be needed are on call to support the shift group and to advise the<br />

shift supervisor <strong>in</strong> the event of an accident. They are available with<strong>in</strong> a reasonable time as<br />

specified <strong>in</strong> the emergency procedures. There is a special organization established that<br />

can be called both dur<strong>in</strong>g and after normal work<strong>in</strong>g hours. There is a strong direct l<strong>in</strong>e
