cool<strong>in</strong>g capability of the spent fuel cool<strong>in</strong>g system and m<strong>in</strong>imum water level above the<br />

fuel; the prohibition aga<strong>in</strong>st storage of fuel <strong>in</strong> any position other than that designated for<br />

irradiated fuel; the m<strong>in</strong>imum storage reserve capacity; and the appropriate reactivity<br />

marg<strong>in</strong>s to guard aga<strong>in</strong>st criticality <strong>in</strong> the storage area. Appropriate radiation monitor<strong>in</strong>g<br />

shall also be specified for the irradiated fuel storage area.<br />

New fuel storage<br />

The criteria for new fuel storage shall be stated. Any special measures to avoid criticality<br />

of new fuel dur<strong>in</strong>g handl<strong>in</strong>g or storage shall also be stated. When required, fuel<br />

enrichment shall also be verified before <strong>in</strong>sertion <strong>in</strong>to the core.<br />

Core verification<br />

After any core alteration, the location of fuel and other <strong>in</strong>‐core components shall be<br />

confirmed <strong>in</strong> accordance with a written procedure, to ensure that every item is located <strong>in</strong><br />

the correct place.<br />

Radiation monitor<strong>in</strong>g<br />

Operability requirements for radiation monitor<strong>in</strong>g <strong>in</strong>strumentation, <strong>in</strong>clud<strong>in</strong>g effluent<br />

monitor<strong>in</strong>g, shall be stated. It is necessary that these requirements ensure that appropriate<br />

areas and release paths are adequately monitored <strong>in</strong> accordance with the radiological<br />

protection and regulatory body requirements and that alarm or appropriate action is<br />

<strong>in</strong>itiated when the prescribed radiation or activity limit is exceeded.<br />

External events<br />

Requirements should be stated for assessment and <strong>in</strong>spection of the nuclear power plant<br />

systems for possible damage after man‐<strong>in</strong>duced events such as airplane crash, pressure<br />

waves, and toxic and corrosive gases, and after extreme natural events such as tornadoes,<br />

earthquakes and floods, before resumption or cont<strong>in</strong>uance of power operation.<br />
