21. Safety Culture<br />

Primary organizational goals <strong>in</strong>clude safety and are not focused on cost or f<strong>in</strong>ancial<br />

targets only.<br />

Adequate allocation of f<strong>in</strong>ancial and other resources to the support of safety.<br />

Evidence of the presence of the above attributes can be obta<strong>in</strong>ed by observation,<br />

employee <strong>in</strong>terview or questionnaire survey. Questionnaires should be designed with care<br />

to ensure their consistency, reliability and validity.<br />

External environment pressure. Many organizations are subjected to <strong>in</strong>creas<strong>in</strong>g economic<br />

and bus<strong>in</strong>ess market pressures that are forc<strong>in</strong>g them to reduce significantly their cost<br />

base, often through downsiz<strong>in</strong>g of their workforce. These changes create uncerta<strong>in</strong>ty <strong>in</strong><br />

organizations that <strong>in</strong>evitably affect the behaviour and attitude of people. Attention should<br />

be paid by all <strong>in</strong>volved, either <strong>in</strong> the management or regulation of safety, as to how<br />

change is be<strong>in</strong>g managed to ensure that the pr<strong>in</strong>ciples of good safety are not be<strong>in</strong>g<br />

jeopardized.<br />

Openness and organizational <strong>in</strong>sularity. It is not a healthy sign to detect a lack of<br />

communication and <strong>in</strong>teraction. Open and honest communication between regulator and<br />

representatives of the operat<strong>in</strong>g organization is essential if the former is to be able to<br />

assess and evaluate the safety culture. Difficulties <strong>in</strong> obta<strong>in</strong><strong>in</strong>g <strong>in</strong>formation may be a sign<br />

that there is a weakness <strong>in</strong> the safety culture. An organization striv<strong>in</strong>g to improve and<br />

develop its safety culture should be will<strong>in</strong>g to share its experience with others as well as<br />

us<strong>in</strong>g the experience to improve its own safety.<br />

Corrective actions<br />

The existence of an effective self‐assessment, root cause analysis and corrective action<br />

programme is a positive <strong>in</strong>dication of a good safety culture. Measur<strong>in</strong>g the number of
