Managers are present <strong>in</strong> work areas and they show <strong>in</strong>terest <strong>in</strong> the conditions <strong>in</strong> which the<br />

various activities are carried out. Safety <strong>in</strong>dicators are monitored, expla<strong>in</strong>ed and<br />

commented upon regularly. Stagnation, regression or progress of the plant is highlighted.<br />

15.3.3. Operat<strong>in</strong>g safety management<br />

The ma<strong>in</strong> steps of safety management with<strong>in</strong> KHNP’s NPP operation division were<br />

described <strong>in</strong> the above paragraphs. It makes a dist<strong>in</strong>ction between the safety requirements<br />

(they must be complied with, the plant must be <strong>in</strong> the required condition), and the goals<br />

or objectives (safety is an objective <strong>in</strong> itself, there must be a permanent move towards<br />

progress).<br />

15.4. NPP FEEDBACK ORGANIZATION AT KHNP<br />

KHNP, a <strong>Korea</strong>n Government‐owned company, operates 20 NPPs units on 4sites. KHNP<br />

is the owner, project manager, and operators of these 20 units.<br />

Corporate management delegates the responsibility for operat<strong>in</strong>g these units and<br />

implement<strong>in</strong>g the major corporate improvement <strong>in</strong>itiatives to the site directors. However,<br />

corporate management must ma<strong>in</strong>ta<strong>in</strong> a strong centralized organization to ensure that<br />

operation of the units is consistent. This approach is necessary for the follow<strong>in</strong>g reasons:<br />
