<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

<strong>in</strong>dicators. Plant staff is aware of the safety performance <strong>in</strong>dicators and their significance.<br />

The events are discussed <strong>in</strong> the safety committee meet<strong>in</strong>gs on a regular basis. M<strong>in</strong>utes of<br />

safety committees (or equivalent bodies) conta<strong>in</strong> typically actions on significant events.<br />

Corrective actions suggested by the committee are followed up to ensure that such actions<br />

are effectively implemented. Corrective actions undertaken are applied to other units or<br />

similar components <strong>in</strong> the plant. There is a track<strong>in</strong>g system to track the implementation of<br />

corrective actions suggested by the safety committee. The lessons learned from event<br />

evaluation are <strong>in</strong>corporated <strong>in</strong>to the tra<strong>in</strong><strong>in</strong>g and qualification program of the plant. Plant<br />

events are shared with the external nuclear community on a voluntary basis. Operational<br />

history shows some obvious events that should be shared.<br />

External experiences are made known to the plant. Screen<strong>in</strong>g may be done outside the<br />

plant, for example, by a corporate office organization, a national utility group<br />

organization, or at the plant. Screen<strong>in</strong>g criteria is important to ensure that all applicable<br />

<strong>in</strong>formation is forwarded to the plant. All applicable external experiences receive an<br />

evaluation to extract lessons learned from the experience and to ensure that appropriate<br />

actions are taken. All appropriate personnel are tra<strong>in</strong>ed.<br />

Formal effectiveness review of the OEF program may be carried out to identify<br />

weaknesses and correct them. Prevention of recurrence of operational events is an<br />

important issue to be considered <strong>in</strong> such a review.<br />

15.2.12. <strong>Tra<strong>in</strong><strong>in</strong>g</strong> of operat<strong>in</strong>g personnel<br />

The operat<strong>in</strong>g organization def<strong>in</strong>es the qualifications and experience required for<br />

personnel perform<strong>in</strong>g duties that may affect safety. Suitably qualified personnel is selected<br />

and given the necessary tra<strong>in</strong><strong>in</strong>g and <strong>in</strong>struction to enable them to perform their duties<br />

correctly <strong>in</strong> relation to the operational states of the plant, and <strong>in</strong> accident conditions, <strong>in</strong><br />
