<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

achievable;<br />

The prevention of accidents that could affect site personnel, the public and the<br />

environment; and<br />

The limitation and mitigation of the consequences of accidents if they do occur.<br />

Consequently, there is a need for:<br />

Components, systems and structures with high reliability;<br />

Technology that is proven or qualified by experience or test<strong>in</strong>g or both, meet<strong>in</strong>g<br />

conservative regulations or criteria with appropriate safety marg<strong>in</strong>s;<br />

Appropriate <strong>in</strong>herent and eng<strong>in</strong>eered safety features; and<br />

Specific consideration <strong>in</strong> design to m<strong>in</strong>imiz<strong>in</strong>g personnel exposures.<br />

Additionally, components, structures and systems need to be classified on the basis of<br />

their safety significance and to be designed, manufactured and <strong>in</strong>stalled to a level of<br />

quality commensurate with that classification.<br />

S<strong>in</strong>ce eng<strong>in</strong>eered systems may fail despite all careful precautions, it is a basic design<br />

concept to provide backup features so that either a function is performed by another<br />

system or another design feature mitigates the consequences associated with the failure of<br />

the system. Consequently, design pr<strong>in</strong>ciples have been formulated to achieve the goal of<br />

accident prevention and mitigation with high confidence. For example:<br />

No s<strong>in</strong>gle equipment failure or s<strong>in</strong>gle ma<strong>in</strong>tenance action or any other s<strong>in</strong>gle<br />

human action should disable a safety function;<br />

The possibility of failures due to a common cause should be m<strong>in</strong>imized by<br />

diversity of equipment;<br />
