organizations, notably IAEA, ICRP and OECD/NEA, have contributed significantly to<br />

such harmonization. The Jo<strong>in</strong>t Convention on the Safety of Spent Fuel Management and<br />

on the Safety of Radioactive Waste Management, expected to enter <strong>in</strong>to force soon, is an<br />

example of an attempt at harmonization.<br />

Most countries have adopted a stepwise licens<strong>in</strong>g procedure for the implementation of<br />

waste disposal, where the licens<strong>in</strong>g steps constitute the ma<strong>in</strong> regulatory checkpo<strong>in</strong>ts. This<br />

set of licens<strong>in</strong>g steps may <strong>in</strong>clude i) a general licence (and/or an Environmental Impact<br />

Assessment process), ii) a construction licence, iii) an operat<strong>in</strong>g licence, and iv) a closure<br />

licence. The ma<strong>in</strong> issues <strong>in</strong>volved with the first licens<strong>in</strong>g step are the general societal<br />

acceptability of the facility and it’s sit<strong>in</strong>g. Consequently, the scope of review at this stage<br />

is not limited only to radiological and technical issues, but is much broader.<br />

The construction and operat<strong>in</strong>g licens<strong>in</strong>g processes are similar to those of NPPs. The<br />

most important documents to be <strong>in</strong>cluded <strong>in</strong> the licence applications are safety analysis<br />

reports (PSAR and FSAR), which are based on the design bases and specifications of the<br />

facilities, and on site‐specific data. The transition from the operat<strong>in</strong>g phase to the closure<br />

of a disposal facility is crucial to the long‐term safety, as it <strong>in</strong>volves action, such as<br />

backfill<strong>in</strong>g and seal<strong>in</strong>g, aimed at f<strong>in</strong>aliz<strong>in</strong>g the conta<strong>in</strong>ment system. The f<strong>in</strong>al closure plan<br />

should also <strong>in</strong>clude an updated safety assessment, based on experiences and observations<br />

ga<strong>in</strong>ed dur<strong>in</strong>g the operational period.
