<strong>Regional</strong> <strong>Basic</strong> <strong>Professional</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>Course</strong> (BPTC) on Nuclear Safety<br />

Systems exist for keys or other methods for controll<strong>in</strong>g doors to restricted areas, and for<br />

unlock<strong>in</strong>g manually operated valves that must be <strong>in</strong> certa<strong>in</strong> positions for safety reasons or<br />

for component isolation, as well as for plugs for protection systems. Control room access<br />

is limited and access to the control area is restricted to appropriate personnel.<br />

The LCOs of the Tech. Spec. (TS) are observed and adhered to <strong>in</strong> the control room and<br />

deficiencies <strong>in</strong> a safety system are noted and reported <strong>in</strong> accordance with the LCOs of the<br />

TS requirements. The requirements and procedures for the restart of the plant after a<br />

reactor trip or shutdown exist and evaluation of the causes of the shutdown takes place.<br />

The requirements and procedures for restart of the plant after refuel<strong>in</strong>g or ma<strong>in</strong>tenance<br />

shutdown are <strong>in</strong> place, and an evaluation of the read<strong>in</strong>ess of the plant for start‐up is<br />

performed. In particular:<br />

Required tests have been carried out;<br />

Appropriate authorization from the plant management exist;<br />

Compliance with the LCOs of the TS have been checked;<br />

Modified plant has been adequately tested.<br />

There is a mechanism for report<strong>in</strong>g safety shortcom<strong>in</strong>gs and improvements. Staffs<br />

communicate their experience to other <strong>in</strong>dividuals. Clear failure report<strong>in</strong>g and work order<br />

systems exist. Operators have easy access to them through manual or computerized<br />

systems. There are daily meet<strong>in</strong>gs to review plant status and failure reports and co‐<br />

ord<strong>in</strong>ate necessary actions.<br />
